Job Summary:
The WIDA Data Warehouse Manager position is located within the Assessment department and will report to the Director of Psychometrics and Research. This position will be responsible for leading the design, implementation, and maintenance of WIDA's data warehouse systems, ensuring efficient and secure data storage to support mission-aligned data use and data-supported initiatives including program evaluation, research, and fulfillment of federal and state accountability requirements. The Data Warehouse Manager will collaborate closely with internal teams, including research, assessment, technology, and state and consortium relations, as well as external partners to ensure data accessibility, integrity, and system alignment with WIDA's mission to advance the academic success of multilingual learners, including those with disabilities. In addition, the Data Warehouse Manager will supervise a team of Data Warehouse Analysts and direct their work efforts to align with the needs of the organization.
Remote work is an option for this position on a voluntary basis; however, it is important to note that this role is headquartered in Madison, WI, and the tasks of the position require occasional work-related travel. If working remotely out-of-state, travel back to UW-Madison would not be reimbursable, and other business travel will require cost comparisons between your home and Madison, WI.

Responsibilities:
Designs, develops, builds, and maintains one or multiple database systems and environments or assists with an entire application to ensure data security and integrity. Develops related policy and procedure, develops and facilitates training, and serves as a subject matter expert for related project planning.
- 20% Develops data architectures and database management policies and standards
- 20% Identifies and resolves data issues and upholds database-use guidelines
- 10% Installs, configures, maintains, backs up, restores, and performance-tunes databases
- 10% Implements complex security measures to safeguard digital information
- 10% Monitors and analyzes database audit tables and logs and provides complex data warehousing support and data extraction
- 10% Identifies, develops, and facilitates unit staff training opportunities in the effective utilization of databases
- 10% Serves as a subject matter expert on database systems and procedures for new projects and facilitates planning
- 10% Supervises team members to ensure performance toward progress and achievement of program goals

Qualifications:
Required
- Minimum 3 years of experience in SQL database design and development, including advanced query writing, stored procedures, triggers, functions, normalization, ETL processes, and use of SQL Server Integration Services (SSIS).
- Demonstrated experience designing and optimizing cloud-based infrastructure, particularly using Microsoft AZURE.
- Experience managing and maintaining longitudinal data warehouses, including the development of data pipelines, reporting systems, and quality assurance processes.
- Proficiency with statistical or software packages and programming languages such as: Python, R, SAS, SPSS, Stata, and advanced use of Excel.
- Demonstrated ability to manage multiple high-priority projects simultaneously while maintaining accuracy, attention to detail, and data security, including experience handling personally identifiable information (PII).
- Experience supervising or managing staff.
Preferred
- Experience supporting data systems and analytics in K-12 educational settings, particularly related to language assessment or multilingual learners.
- Familiarity with research methods and statistical analysis in large-scale assessment or test development contexts.
- Experience presenting technical information to non-technical interest holders, including training or documentation for analysts or system users.
- Knowledge of data governance, privacy standards, and compliance requirements related to educational data (e.g., FERPA).
- Experience contributing to or supporting validation studies or research reports involving complex datasets.
