Job Summary:

The Sober/Recovery Housing Program Manager will lead delivery of the Sober/Recovery Housing T/TA Supplement, which directly advances the Great American Recovery Initiative and the Substance Abuse and Mental Health Services Administration’s (SAMHSA) Strategic Priorities by promoting accountability-driven sober/recovery housing models over “housing first” approaches that lack outcome measures. The Supplement complements existing SAMHSA investments, including the Safety Through Recovery, Engagement, and Evidence-Based Treatment and Support Program, State Opioid Response (SOR)-funded young adult sober/recovery housing, and Recovery Housing Best Practices guidance, by building the T/TA infrastructure needed to translate funding into implementation fidelity at the state and provider levels.


The Program Manager will coordinate training, technical assistance, outcome measurement tools, and peer learning opportunities to states, communities, sober/recovery housing operators, and Recovery Community Organizations (RCOs) across HHS Region 5. The expected outcomes of this work are increased state and community provider capacity to stand up certified sober/recovery housing, stronger outcome accountability aligned with Administration priorities and reduced technical barriers for organizations pursuing new SAMHSA housing-related funding opportunities.


This position can be full or part-time, between 75-100%.


This position has the possibility to be extended or converted to an ongoing appointment based on need and/or funding.


Travel required: This position may require travel to regional trainings, peer learning convenings, and partner of SAMHSA meetings (approx. 15-25%). Work may be performed remotely, with regular virtual communication and team collaboration.

Key Job Responsibilities:

  • Supervises the implementation of outreach-program-focused strategic planning initiatives and objectives
  • Reviews recommendations for and provides input on the design and development of new outreach programs or services
  • Develops and implements operating policies and procedures to promote the outreach program in alignment with the strategic plan
  • Determines outreach program needs and the personnel resource allocation plan
  • Monitors the unit or program budget and approves program expenditures
  • May exercise supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 FTE or equivalent employees

Compensation:

The starting salary for the position is $80,000 (but is negotiable based on experience and qualifications).

Required Qualifications:

  • Minimum 3 years of experience in substance use recovery support, sober/recovery housing, behavioral health, or technical assistance delivery.
  • Demonstrated experience providing TA or training to state agencies, community-based organizations, or service providers.
  • Knowledge of sober/recovery housing models, NARR certification standards, and resident safety practices.
  • Excellent written and verbal communication skills, with the ability to engage diverse stakeholders.
  • Experience facilitating virtual and in-person meetings, webinars, or workshops.

Preferred Qualifications:

  • Familiarity with SAMHSA programs and priorities, including recovery housing best practices.
  • Familiarity with federal and state substance use funding streams, such as the Substance Use Prevention, Treatment, and Recovery Services Block Grant and SOR.
  • Experience developing training curricula or instructional materials for adult learners.
  • Experience working with Recovery Community Organizations, peer support workers, or sober/recovery housing operators.
  • Experience working with criminal justice and reentry systems or the HUD Continuum of Care Program.
  • Experience developing or using outcome measurement tools, and the ability to analyze data on recovery, employment, and self-sufficiency to inform TA strategies.

Education:

Bachelor’s degree in public health, social work, psychology, counseling, public administration, or a related field.


Master’s degree in public health, social work, psychology, counseling, public administration, or a related field.
