Job Summary:

The University of Wisconsin-Madison (UW-Madison) seeks a dynamic, service-oriented professional to serve as its next associate vice chancellor and chief of police (AVC/Chief).

The AVC/Chief is a high-profile, sworn law enforcement officer who works closely with staff, students, faculty, administrators, and the local community to manage and administer services and programs contributing to a safe and secure campus environment. Reporting to the vice chancellor for finance and administration (VCFA), the AVC/Chief develops and implements strategic organizational objectives for all departmental services and programs; collaborates with UW-Madison senior leadership in response to university crises; ensures that the department meets its operational and financial goals, and is in compliance with applicable laws, regulations, university policies, and certification requirements; and supports the goals and mission of the University of Wisconsin-Madison.

The AVC/Chief is responsible for setting goals, providing ongoing feedback, appraising performance, and ensuring professional development opportunities for a high-functioning staff of 145, including four direct reports. The chief is also responsible for developing and administering an operating budget of $15.5 million. Responsibilities:

Provides leadership to the department. Directs all police functions, operations, and strategy to ensure safety and security on all institutional properties. Acts as the primary liaison between the unit and internal and external stakeholders.
  • 30% Provides strategic direction and oversight of all police operations, personnel, and establishes unit objectives
  • 25% Serves as an institutional safety liaison and builds partnerships among internal and external stakeholder groups providing organizational information, representing community interests, and championing diversity
  • 20% Collaborates with other multidisciplinary entities to provide education and address trends in crime, abuse, violence, and threat management
  • 5% Advises the Board of Regents and institutional leadership on public safety efforts and unit performance towards goals and objectives
  • 10% Sets budgetary objectives and priorities
  • 10% Exercises supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked of at least 2.0 full-time equivalent (FTE) employees

Qualifications:

Qualifications include a minimum of ten years of progressively responsible, sworn supervisory experience (must consist of at least three years at the rank of police captain or higher) and demonstrated experience developing and implementing major strategy initiatives, programs, and projects, and working with emergency management, threat assessment, and infrastructure security.

Prior to a final offer of employment, the successful candidate must complete and pass a comprehensive background investigation that includes psychological and medical examinations, criminal history, credit history, driving record, and work history appraisal, and must be eligible for an FBI secret clearance. Within one year of hire, the successful candidate must be certified as a police officer by the state of Wisconsin (information available on WILENET) and qualify annually on the Wisconsin Department of Justice handgun qualification course. The successful candidate must obtain a Wisconsin driver's license within three months of hire.

Preferred qualifications include a bachelor's degree, completion of a law enforcement management program (FBI National Academy, PERF Senior Management Institute, Northwestern Police Staff and Command, etc.), and policing experience in a higher education environment.

- An excellent communicator who focuses on transparency at all times, with comprehensive public relations skills, media savvy, and the proficiency to reach all levels of UW-Madison, including students, internal staff, faculty, and senior administration.
- The ability to listen to all sides of an issue, make difficult decisions quickly, conduct difficult conversations when pertinent, balance the needs of the people with the needs of the organization, and be resilient at all times, regardless of the circumstances.
- Demonstrated collaboration and relationship-building skills with students, faculty, internal departments, university leadership, and other state and local law enforcement entities, with the ability to understand the importance of interconnectedness, empathy, and partnerships.
- Strong managerial and organizational skills in a law enforcement environment at a high level, with the unique ability to promote, develop, and maintain elevated levels of trust in the UWPD through high visibility across all shifts, engagement with both sworn and civilian staff, and a "people-first" mentality in all situations.
- Energy and enthusiasm for the role and the university and the ability to maintain a positive attitude in the face of adversity.
- Character, integrity, ethics, an ethos of servant leadership, and a consistent intent to "do the right thing" at all times.
